JSC Stroytransgaz is implementing the final stage of construction of one of the highest-priority facilities in the Moscow Region: a multilevel traffic interchange at the intersection of the Volokolamskoye and Ilyinskoye highways in Krasnogorsk. The project is executed under the state program of the Moscow Region “Development and Operation of the Traffic Complex” with financing from the regional road fund.

Construction of the traffic interchange in Krasnogorsk is implemented since 2016 in several stages. In December 2018, the traffic started on both sides of the overpass crossing the railway tracks to Riga. In July 2019, the routine traffic started along the exits from the Volokolamskoye highway to the Ilyinskoye and Penyaguinskoe highways, and the access road to Pavshino railway station was opened. In December 2019, construction of a turnaround flyover in the area of Pavshinskaya floodplain in Krasnogorsk was completed. The Ban’ka river bed was straightened and a bridge was constructed over the river; an elevated walkway (used for exit of passengers of ‘Penyaguino’, a new station of MCD) and an underground one across the Volokolamskoye highway were opened. A total of 16 new ramps to the Ilyinskoye, Volokolamskoye, and Penyaguinskoe highways were erected during the construction.

The project execution is at the final stage. The work for construction of the multilevel transport infrastructure is planned to be completed in Q4 2020. Currently, a 500 metres long section of the Penyaguinskoe highway is being renovated at the facility. Noise screens being 148 metres long and 4 metres high will be installed to protect the residential area against dust and noise of the road. On the Ilyinskoye highway, 300 metres of the road are being renovated, and an elevated walkway is being constructed, it is planned to be opened for traffic on 1 July 2020.

Landscaping of the territories adjacent to the Krasnogorsk interchange is held in stages. Specialists will carry out compensatory planting of 1900 trees and bushes in Krasnogorsk Urban District and seeding of 131,000 sq. m of grass lawns (23,000 sq. m of grass lawns have already been seeded in the territory of the 3rd start-up package).

For more efficient implementation of the final stage of the construction, general improvement and landscaping of the facility, 3 contractors are engaged: LLC ExpressStroy to build engineering structures, SMU IS JSC STG to arrange ramps of the traffic interchange, and LLC PSU-25 to lay utilities. Every day, about 100 employees come to the construction site, including: 74 workers, 18 machine operators, 8 line engineering technicians, etc. Besides, the facilities use 18 construction equipment units, 14 of which are owned by STG: an asphalt spreader, earth movers, lifting cranes, articulating cranes, and dump trucks for delivery of inert materials.

The new interchange has made it possible to reduce the road congestion in Krasnogorsk, by increasing the pumping capacity of the Volokolamskoye highway for the traffic going both to and from Moscow. Apart from creating the new road infrastructure, the highway beds were broadened: six lanes from the Volokolamskoye highway, four from the Ilyinskoye highway, and two from the Penyaguinskoe highway. At the place of heavy traffic with signal control at the intersection of the Volokolamskoye, Ilyinskoye, and Penyaguinskoe highways, 4 flyovers and more than 15 ramps appeared in the 9-km interchange with a flow exceeding 80 thousand cars a day.

After commencement of traffic along the turnaround flyover on the Volokolamskoye highway, it became possible for residents of the Pavshinskaya floodplain to go to socially important facilities in the centre of Krasnogorsk without covering an excessive distance along the Volokolamskoye highway. The facility provided the alternative of making a turn in the direction from Moscow, avoiding traffic congestions at peak hours and without making use of the Moscow Ring Road. As part of the flyover construction, 390 metres long access roads to the engineering structure were arranged, with 23,000 sq.m of asphalt concrete paving laid.

“Thanks to complex integrated transport solutions, in the last few years our district started ‘breathing’ easily, as the travel time decreased much; now it takes just 15-20 minutes to get from one micro-district to another,” said Elmira Khaymurzina, Head of Krasnogorsk Urban District.

Apart from high-tech engineering solutions, the arrangement of the multilevel interchange with a well-developed ramp system was complicated by the need of providing an uninterrupted car traffic, as well as relocation and rearrangement of 80 km long utilities: three sections of a gas pipeline, domestic sewage system, networks of the Russian Railways, and electric lines. Additionally, local wastewater treatment facilities to treat the overpasses’ storm runoffs were built. The interchange facilities were constructed using advanced materials to increase the period between overhauls.
