The task to create a new cultural centre was set by the President of the Russian Federation, Vladimir Putin, in his Address to the Federal Assembly in 2018 and spelled out in detail in the Executive Order “On National Goals and Strategic Objectives of the Russian Federation for the Period until 2024”. Creation of cultural, educational and museum complexes is one of the priority areas of the national “Culture” project implemented by the Ministry of Culture of the Russian Federation.

There are several tasks to be solved by cultural canters. First of all, residents of the regions will have access to the main artistic values, the opportunity to reveal their own cultural and educational potential on the basis of the created cultural and educational platform. The clusters will become points of attraction both for local residents and numerous tourists, resulting in an increase in the flow of tourists to the region.

The large-scale cluster in Vladivostok will comprise two sites. The total building area is 120,000 sq.m.

The island Russky will host the educational complex combining an Educational Center for 550 seats with a canteen and a swimming pool, a branch of the Central Music School at the Moscow State Tchaikovsky Conservatory and the Choreographic Academy, a branch of the Moscow State Academy of Choreography.

Additionally, the site will comprise a dormitory for 150 beds, two boarding schools for students of educational institutions and three apartment buildings for teachers and artists.

The main efforts of the constructors are now focused on monolithic works. At two facilities, these works are already at the final stage. The educational centre is 90% completed, whereas the choreographic academy is 79% completed. Internal and external walls are laid in all buildings.

Stroytransgaz will construct a large-scale museum and theatre centre designed by the American avantgarde workshop Asymptote Architecture on the Orlinoye Gnezdo (Eagles Nest) bald peak of the mainland. The concept by the architect Hani Rashid is at the fusion of the real and virtual worlds. It will house branches of the country's largest museums, including the Hermitage, the Russian Museum, the Tretyakov Gallery, and a branch of one of the hallmarks of St. Petersburg - the Mariinsky Theater. The architectural concept is currently being finalized.
