In March 2020, Stroytransgaz JSC (STG) awarded a state contract for the construction and erection works as follows: “Strengthening the coast of the Sea of Okhotsk in the Nagayev Bay in the city of Magadan near Portovoye Highway and Portovaya street.” The Customer is Ministry of Construction, Housing and Utilities Infrastructure, and Energy of the Magadan Region.

Magadan Commercial Sea Port is the largest in the north-east of Russia. This port is of strategic importance for the Magadan Region, it is the major transport hub for the supply of fuel and cargo. Up to 99% of the cargo, all solid and liquid fuels, heavy equipment and construction materials enter the region through this hub. In 2015, the port's cargo turnover amounted to 841 thousand tons.

Portovoye Highway is the only road connecting the Magadan Commercial Sea Port with the city of Magadan and the rest of the region. A section of highway was damaged after heavy rains and floods in 2014 and 2017. It is in a critical condition, and, therefore, in dire need of reconstruction. The highway partially runs along the seashore which is very waterworn and poses a threat of the highway downfall. The situation is complicated by the fact that trucks often go to the port, one-way traffic was organized to reduce the traffic load.

The program of engineering procurement for the construction facility was carried out ahead of the approved schedule - in October, structures and materials were procured in full for 2020 at the facility.

Currently, the activities on welded pipe pile, anchor piles immersion, embedded parts and anchor rods installation, stay-in-place formwork arrangement, reinforced concrete head reinforcement, backfilling earthworks, installation of cast-in-situ reinforced concrete head of the cost protection structure are carried out.

57 nos. personnel involved in implementation of the facility, and 21 pieces of equipment are engaged in the construction.

Country's leadership’s high attention was paid to the project, on August 17, 2020 the facility was visited by the Prime Minister of the Russian Federation Mikhail Vladimirovich Mishustin, the Deputy Prime Minister of the Russian Federation Marat Shakirzyanovich Khusnullin heard a report on the construction progress on October 5, 2020 in Magadan. Backfilling, area grading

In opinion of technology experts - hydraulic engineers of JSC Stroytransgaz, the state of the shore and the existing development requires additional coast-protection structures to be built in the area of the Magadan Regional Infectious Diseases Hospital. Erosion processes increase the risk of landslides and loss of stability of the slope, due to dead-load displacement of rock masses along the slope followed by collapse of a considerable part of the existing territory.

The construction of the proposed coast-protection structure will eliminate the risk of collapse, increase the recreational area for the city's population and give an integral and finished appearance of the coastal area in the Nagayev Bay. The management of JSC Stroytransgaz proposed to implement the construction of the second stage coast-protection structure under EPC contract ("turnkey-base"), in order to reduce the design and construction terms and to prevent further destruction of the coast of the Sea of Okhotsk in the Nagayev Bay in the city of Magadan.
