The Russian Federation President Vladimir Putin set a special challenge – to make our great culture accessible for Russian people. To this end, at the President’s instruction, Museum, Theatrical and Educational complexes will be created in several cities of Russia, including Kemerovo, an industrial centre of Siberia. The future cluster in Kemerovo is part of one of the largest cultural projects of the recent years, thanks to which the city will become the cultural centre of Siberia. Stroytransgaz JSC, as the general contractor for the project, has been carrying out the construction since September 2019.
The 100,000 square-meter architectural project was approved in Kuzbass regional centre. The funding source and construction supervisor is National Cultural Heritage Fund and general designer is Gorka LLC.
Creation of Museum, Theatrical and Educational Complexes in Kuzbass is focused on achieving the following goals:
The multifunctionality of the Museum, Theatrical and Educational Complexes will contribute to creating conditions for improving the general level of culture and quality of life of Kuzbass and Siberia inhabitants as a whole, will provide wide access for all categories and groups of population to the best pieces of world and national culture.
Creation of MTEC will become a unique national educational project introducing the idea of expanding the cultural space of Russia and making the best national cultural achievements available to citizens of the Siberian macroregion.
Educational complex
At the large Governor’s press conference “700 days. Building Kuzbass” that was held on the 7th of October in Kemerovo, journalists asked about “the fine matter” meaning the region’s cultural life, and whether the objects will be completed in time.
“This is a presidential program, we must fulfil it at the highest level,” — highlighted Sergei Tsivilev, - “The program consists of two parts. One of them is educational, it includes two complexes, to make a start. In fact, it will be a new beautiful modern student campus in Kemerovo’s Leninsky district (there are local universities’ buildings located nearby). The first stage will be launched by the 300th anniversary of Kuzbass, and students will start their studies next year. And the second starting complex in the educational sphere should be synchronized with the Opera and Ballet Theatre launch.”
A public discussion of the architectural concept of the Museum and Theatrical Complex project took place in Kemerovo on the 12th of November. During public hearings the designers presented the project to the commission via videoconference, talked about its integration into the urban space and answered questions.
Visualization of the architectural concept of the Museum and Theatrical Complex project was presented on the website of the municipal administration, and was also discussed in the media and social networks. Kemerovo residents could get acquainted with the concept of the future complex and express their opinion in the digital platform “Kuzbass Online” from the 3rd to 9th of November.
The concept was accepted following the public discussion. The results of public discussions were summarised by the commission, in which representatives of the executive and legislative branches of power of Kuzbass and the city of Kemerovo, architects and people of art were involved.

The project is scheduled for completion in 2023.
Project Background:
The task to create a new cultural centre was set by Russian President Vladimir Putin in 2018 State of the Nation speech and spelled out in detail in the Decree “On National Goals and Strategic Objectives of the Russian Federation for the Period until 2024.” Starting from September 2019, Stroytransgaz JSC has been a new General Contractor for construction of the objects. The Project Owner is National Cultural Heritage Fund handling social and cultural projects.
The project will allow the Region to reveal its cultural and educational potential, arrange modern cultural space, change the residents’ life quality through introduction to art and, at the same time, make the city particularly attractive for visitors and tourists. Construction of the complexes will become one of the largest cultural projects of the recent years.
Kemerovo cultural, educational and museum complexes include the following objects:
