First MTEC Facility in Kaliningrad Commissioned and Delivered to the User (CMS)

In Kaliningrad, the customer signed a gratuitous property transfer agreement for completed facilities of the branch of the Central School of Music at the Moscow State Tchaikovsky Conservatory (Baltic branch) with a boarding school for students and a comprehensive school.

To date, a tremendous amount of work has been performed; the facilities have been built and equipped with the latest technology, acceptance certificates for the completed facility and commissioning permits received and the title registered. The next stage is the academic licensing. According to preliminary forecasts, licenses may be issued in the first ten days of November and allow to legalize the educational process.

The Baltic branch of the Central School of Music operates under the approved curricula of the Central School of Music. It ensures that children study music from an early age and get general secondary education (1-11 grades). This academic approach allows to combine the general development of children with the creative, intellectual and spiritual growth. The educational institution implements the integrated programmes of primary, basic, secondary general education, secondary vocational Instrumental Performance programme, further education for children and adults and further vocational education.

For nonresident students of the Central Music School, a boarding school building, a comprehensive school building for teaching general subjects and some vocational subjects, a music building for vocational studies in 13 disciplines equipped with keyboards have been built on MTEC premises.

The comprehensive school is designed for 550 students. It has all educational and creative premises, including a library, a music library, musical instrument shops, audio and video recording studios, artistic rooms, curriculum offices and printing rooms, recreational areas, a swimming pool, a gymnasium and a gym, a canteen, a medical office, offices and storerooms. The building has both extensive music and technology infrastructure.

The building of the boarding school is designed for 75 students of the Baltic branch. Accommodation is provided for two students in one room. The boarding school has medical offices, rooms for housemasters, spacious recreational areas for rest and study, all necessary utility and storage facilities. The branch has provided safe and comfortable living and study conditions.

The branch of the Central Music School, a boarding school for students of the Central Music School and a comprehensive school with a swimming pool for 550 students are the first facilities formally delivered to the user.

The branch of the Moscow State Academy of Choreography with a boarding school for 150 students will follow.

The cultural and educational complex on Oktyabrsky Island in Kaliningrad is built by Stroytransgaz Group on behalf of the National Cultural Heritage Foundation for Social and Cultural Projects. and designed by GORKA Group.

The construction of the clusters will become one of the largest cultural projects implemented recently.

The task to create four new cultural centres (Vladivostok, Kemerovo, South of Russia, Kaliningrad) was set by the President of the Russian Federation Vladimir Putin in his Address to the Federal Assembly in 2018 and specified in the Executive Order On National Goals and Strategic Objectives of Development of the Russian Federation for the period up to 2024.

According to the President, the creation of the cultural, educational and museum complexes will allow the regions to reveal their cultural and educational opportunities, arrange modern cultural space in the entire territory of Russia, change life quality of the residents through art introduction and, at the same time, make these cities particularly attractive for tourists.

The construction of facilities in Kaliningrad started in 2019. The developer is the National Cultural Heritage Foundation for Social and Cultural Projects (founded by the Mariinsky Theatre, State Hermitage Museum, Tretyakov Gallery, Bolshoi Theatre), and the general contractor is Stroytransgaz Group.

Oktyabrsky Island in Kaliningrad will also host:

  • A university (branch of the Russian State Institute of Performing Arts);

  • Museum complex (branch of the State Tretyakov Gallery);

  • Opera and Ballet Theatre (branch of the State Academic Bolshoi Theatre);

  • Campus for 150 students of the branch of the Russian State Institute of Performing Arts);

  • Accommodations for employees of the complex.
