Facilities in Kaliningrad are built on two sites, Eastern and Western, located on both sides of Kaliningrad Stadium erected on Oktyabrsky Island for the FIFA World Cup 2018TM.

The first MTEC facility in Kaliningrad was commissioned and delivered to the user at the Eastern site. A gratuitous property transfer agreement has been signed for completed facilities of the branch of the Central School of Music at the Moscow State Tchaikovsky Conservatory (Baltic branch) with a boarding school for students and a comprehensive school for 550 students with a swimming pool.

To date, the facilities have been built and equipped with the latest technology, acceptance certificates for the completed construction project and commissioning permits received and the title registered.

Academic licensing is now underway.

The branch of the Moscow State Academy of Choreography with a boarding school for 150 students will follow. The facility is 90% complete. Finishing works, installation of utilities, installation of furniture and equipment are nearing completion.

The construction of the branch of Tretyakov Gallery is in full swing at the Western site. Solid frame is 90% complete. Over 28,000 m3 of concrete were placed in the structure of the building, roof waterproofing works have started.

The cultural and educational complex on Oktyabrsky Island in Kaliningrad is built by Stroytransgaz Group on behalf of the National Cultural Heritage Foundation for Social and Cultural Projects.
