In March 2020, Stroytransgaz JSC (STG) awarded a state contract for the construction and erection works as follows: “Strengthening the coast of the Sea of Okhotsk in the Nagayev Bay in the city of Magadan near Portovoye Highway and Portovaya street.” The Customer is Ministry of Construction, Housing and Utilities Infrastructure, and Energy of the Magadan Region.

Magadan Commercial Sea Port is the largest in the north-east of Russia. This port is of strategic importance for the Magadan Region, it is the major transport hub for the supply of fuel and cargo. Up to 99% of the cargo, all solid and liquid fuels, heavy equipment and construction materials enter the region through this hub. In 2015, the port's cargo turnover amounted to 841 thousand tons.

Portovoye Highway is the only road connecting the Magadan Commercial Sea Port with the city of Magadan and the rest of the region. A section of highway was damaged after heavy rains and floods in 2014 and 2017. It is in a critical condition, and, therefore, in dire need of reconstruction. The highway partially runs along the seashore which is very waterworn and poses a threat of the highway downfall. The situation is complicated by trucks which often drive to the port. Currently, one-way traffic is used to reduce traffic load.

The project includes two stages of construction and erection works:

  • Stage I of construction – coast strengthening works;
  • Stage II of construction – reconstruction of the retaining wall.

During Stage I it is planned to perform coast strengthening works in Nagayev Bay: installation of the lower terrace, levelling of the existing slope to a stable state, installation of stone reinforcement of the structural base in the area influenced by running levels.

STG’s scope of work during Stage I also includes relocation of power cables from the construction area of Stage I; collection, treatment and discharge of storm water from the highway, slope and the lower terrace on the section of Portovoye Highway under reconstruction; transfer of the sanitary sewer collector; reconstruction of the existing cable lines 10 kV in the area of coast strengthening construction works.

During Stage II it is planned to perform reconstruction of the retaining wall along the Portovoye Highway; restoration of the roadbed and road repair along Portovoye Highway in the area of strengthening the coast of the Sea of Okhotsk; restoration of storm drainage.

Project execution will prevent further eroding of the coast and Portovoye Highway. The emergency section of Portovoye Highway leading to Magadan Commercial Sea Port will be completely restored and renewed.

The works are scheduled to be completed in Q4 2021.
