Rostov Region Government Held a Meeting of the Taskforce Group on the Construction of the Bagaevsky Hydroelectric Complex

The meeting on the construction of the Bagaevsky low-head hydroelectric complex on the Don River was held by the Deputy Governor of the Rostov Region – Minister of Transport Vladimir Okunev.

The meeting was attended by representatives of ministries and departments, including the federal state-funded institution "Administration of the Azov-Don Inland Waterways Basin", federal state institution "Directorate of the Public Procurement Authority for the Implementation of Complex Projects for the Development of Transport Infrastructure", the Azov-Chernomorsky Branch of the Russian Federal Research Institute of Fisheries and Oceanography, the Federal Agency for Fisheries, Stroytransgaz, Aquatik JSC.

Bagaevsky Hydroelectric Complex on the Don River Near Arpachin Settlement is a federal project of strategic importance, one of the largest transport infrastructure facilities currently under construction in the Rostov Region. The construction of the Bagaevsky Hydroelectric Complex was initiated by Order of the President of the Russian Federation following the meeting of the Presidium of the State Council of the Russian Federation of August 15, 2016 No. Pr.-1741GS, as well as by Decree of the Government of the Russian Federation of December 20, 2017 No. 1596 On approval of the State Program of the Russian Federation "Development of the Transport System" and Strategy for the Development of Inland Water Transport of the Russian Federation till 2030. The first stage was carried out by Stroytransgaz Group of Companies acting as the general contractor: a berth was built, dredging was carried out at the shipping channel and in the berth construction zone, platforms were sluiced for future hydroelectric facilities, and a temporary power line was built to enable the construction of the second-stage facilities. Compensatory measures for damage to aquatic biological resources were carried out. To date, Stroytransgaz Group of Companies is carrying out work on the second stage of the project.

The plans for this year include the construction of a rotational camp, clearing work, temporary access road conditioning, pit excavation and dewatering, and taking measures to ensure transport safety during the construction period. The 18-kilometre road is already being built, it is planned to complete the work by mid-June, from that moment building materials and equipment will be actively supplied to the construction site of the Bagaevsky Hydroelectric Complex.

“The implementation of the second, main stage of the construction of the Bagaevsky Hydroelectric Complex begins with large-scale preparatory work. It must be completed in full before navigation is closed. Bagaevsky Hydroelectric Complex is one of the largest transport infrastructure facilities being built in the Region. All of us must actively get involved in the work and assist the developer and the general contractor in dealing with emerging issues. I consider it necessary that representatives of the Ministry of Transport of the Rostov Region visit the construction site twice a month. The taskforce group of the regional government will monitor the pace of work visiting the site once every two months”, said the Deputy Governor of the Rostov Region, Vladimir Okunev.

To recap, the construction of the hydroelectric complex in line with the Don at the 3089th km of the navigation pass of the Unified Deep Water System began in 2018. The goal is to increase transport accessibility and improve the working conditions of the water management
complex of the Don Region, as well as to ensure the reliability and safety of navigation of the large-capacity fleet on the Lower Don.
