Off-site Face-to-face Meeting on Implementation of BHC Construction

On Thursday, 6 October 2022, an off-site meeting was held, chaired by Vasily Desyatkov, Deputy Minister of Transport of the Russian Federation, on the implementation of construction and installation works as part of the “Construction of the Bagaevsky Hydroelectric Complex on the River Don” project. 2nd stage (base period) facilities.

The meeting was attended by Vasily Goyda, First Deputy Minister of Transport of the Rostov Region, the top management of the general contractor: Yulia Shkhiyants, Chief Operating Officer, Sergey Zaborov, Director for Strategy and Business Development, Aleksandr Brovkin, Director for Water Facilities Construction, and other managers of Stroytransgaz JSC, as well as representatives of the construction customer Rostransmodernizatsiya FGA, Azov-Don Basin Administration FGA, and the design organisation Aquatic JSC.

During the meeting, Stroytransgaz JSC and Rostransmodernizatsiya FGA reported on obtaining a permit for the base stage of construction of the hydroelectric complex, on implementing the work schedule, on the readiness of the facility and cash development for 2022. The presented reports covered information on the status of registration of land plots and the development of detailed design documentation, as well as the status of reviewing a change (increase) in the price of the contract for the project implementation in accordance with the requirements of Decree of the Government of the Russian Federation dated 9 August 2021 No. 1315.

“Construction materials are being delivered now, including tubular sheet piles for the grout cutoff of the main pit. 60% of the total amount has already been sunk. Active preparations are being held for concreting. The first concrete plant has been launched, the second one is being equipped. In total, it is planned to concrete 430 thousand cubic metres at the facility. By the end of the year, soil excavation on the fish bypass and spawning channel and arrangement of the channel passage will be completed,” – said Tagir Akhmedov, Manager of the “Construction of the Bagaevsky Hydroelectric Complex” Project of the Stroytransgaz Group.

As a result of the work, the production of the grout cutoff of the pit for the main facilities of the future hydroelectric complex is currently being completed. The cofferdam of the FBSCh main head regulator was completely arranged, ramps and driveways inside the pit were produced. The excavation of section 2 on the territory of the breeding ground (six sections in total) was completed. Dredging operations are carried out in the section line of the hydroelectric complex. The stationary gas station and hangar are fully ready and operational for performing the main part of the current equipment repair and maintenance work. Start-up and commissioning operations are carried out at the first concrete plant, the foundation is being laid for the second plant. Two gantry cranes were commissioned at the construction site and prepared for registration with Rostekhnadzor. A workers settlement with a capacity of 1,500 people is 80% complete.

The first of the three dormitories is occupied by workers. The Bagaevsky Hydroelectric Complex on the River Don near Arpachin is the most important infrastructure project not only for the Rostov Region, but for the entire country. It is intended to solve several regional and national challenges at once: to ensure the required dimensions of the waterway for the enhancement of river transportation and the supply of drinking and technical water to the population.

“Of course, the facility is a complex structure. It is planned to move about 9 million cubic metres of soil in the section line of the hydroelectric complex alone. Part of it will be stored at special sites, and bulk structures will be made from high-quality soil as a basis for future capital construction. In addition to the arrangement of the main structures in the section line of the hydroelectric complex, coast protection and dam construction will be carried out. We are planning to start construction of the first six dams in the near future,” − noted Andrey Frolov, Representative of Aquatic JSC.
