Official Company announcement. Stroytransgaz Group of Companies will not demolish houses in Magadan

Following the release of the piece "Residents of the Private Sector in the Nagayev Bay May Lose Their Homes" on the state-owned TV and radio company Magadan TV channel, we would like to inform you that the information provided by our colleagues does not reflect the actual situation.

We thank our Magadan colleagues for the prompt release of the story "Houses by the Sea Will Remain in Place" based on the company's official report on the subject.

Stroytransgaz is currently developing design documentation for the Okhotsk Sea coast strengthening section from the Mayak Park to the infectious diseases hospital. At the moment, the design documentation is under approval and agreement with the Concessionaire.

At the initial stage of design, the public cadastral map indicated that the private sector land plots were located right up against the shoreline of Nagayev Bay. To avoid property disputes affecting the design and construction of the facility, specialists from Stroytransgaz and the general designer, PB Volna LLC, a sub-contractor of Zapsibgidrostroy Trest LLC, decided to design a right-of-way whose boundary does not cross and is adjacent to the boundaries of private sector land.

From January to April 2022 a plan of the territory demarcation was developed, which agrees with the existing boundaries of the land plots of private households. So the project plan does not consider land withdrawal and demolition of houses.

The demarcation plan provides for the withdrawal of only one land plot for state or municipal needs.  It is an undeveloped and partially demolished plot of land with cadastral number 49:09:031117:144, intended for the construction of a stairwell in the area of Magadan Founders Monument. This is necessary to ensure the connectivity of the newly created facility and the existing coastal recreational infrastructure.

If we talk about the owners, it is definitely worth noting that the project does not take away their land, but on the contrary, is restoring actually destroyed land plots, the projection of the borders of which are now in the area of the beach.

Once the design documentation is approved, Stroytransgaz Group of Companies will begin work on the coast strengthening of the section of the Okhotsk Sea from the Mayak Park to the infectious diseases hospital. The purpose of the coast strengthening work is to protect the population and infrastructure of the city of Magadan from the destructive effects of the waves of the Okhotsk Sea.

In this section, the beach area will be preserved in the middle part of the coast strengthening, and 3 ramps will be arranged for convenient access of residents to the sea. Thus, Magadan will have one more place for leisure and recreation, which will be safe, comfortable, as well as give a complete and complete appearance of the coastal area of Nagayev Bay.

The misunderstanding of the issue of land withdrawal and the possible demolition of private houses may have arisen because, between December 2021 and February 2022, materials for public hearings before the State Environmental Expert Review were publicly available, with information about land plots within the boundaries of the right-of-way. This information was preliminary, and the boundary of the right-of-way was adjusted during the development of design documentation.
