Acting Governor of Vladimir Oblast Holds Meeting at M-12 Construction Headquarters

On March 17, the Annino headquarters of M12 Highway Construction Project held a production meeting, which was attended byAlexander Avdeyev, Acting Governor of the Vladimir Oblast, Alexander Kurbatov, Head of Petushinsky District,Sergey Karpov, Head of the Moscow-Nizhny Novgorod Motorway Directorate of the Federal Road Agency, Givi Tskhviravashvili, Director of the Vladimir Branch of Avtodor Group of Companies, deputies of the Regional State Duma, representatives of the Regional Administration and Transportation Department, and representatives of Stroytransgaz Group of Companies.

The agenda included the management of repair work on the sections of the M-7 "Volga" highway and other motor roads involved in the construction of M-12 on the territory of Petushinsky district of the Vladimir Oblast. "Today we held a meeting with the M-7 management, which operates the Gorkovskoye highway, and the management of Stroytransgaz, which is currently constructing Phase 1 of M-12. Due to the construction of M-12, the municipal road network is under great strain. Our task for the 2022 season is to restore the roads that had an increased load", said the Acting Governor of the Vladimir Oblast.

The regional and intermunicipal road network within the construction zone of M-12 is used by large-size equipment to deliver aggregate materials to work sites. The meeting resulted in a decision to create a working commission to identify defects in the road surface and draw up defect lists and bills of materials for current repair.

"In spring, during the muddy season, the roads are under increased strain. Today we decide to close the roads to heavy vehicles from March 24 for almost a month. We agreed on how we would monitor this situation – by the department and by the municipality. Next week, we will hold a meeting with the traffic police and the department of road supervision, and agree on sanctions to be imposed on those violating this ban", said the Acting Governor.

Stroytransgaz will limit the movement of its heavy vehicles on the municipal network during the thawing of soils. To keep the work in progress on schedule, a stockpile of inert materials was provided. Since January, about 400 thousand cubic meters of sandy soil have been delivered to the sites. The movement of equipment during the restrictions will be done on a temporary road, which was built in parallel to the 80 km stretch of the main route of the Phase 1 of the M-12.

To date, Stroytransgaz has repaired 9 roads involved in the construction of Phase 1 of the M-12 highway. Patching repairs were done with asphalt concrete mixture and crushed stone and further levelling with compaction of the subgrade. The total amount of work performed amounted to 32,549 square kilometres.

Roads used in construction are being routinely monitored. If any critical damage is detected, the section is repaired promptly. Traffic is arranged on all sections of the local road intersections with M-12 pursuant to the approved traffic flow diagrams. We have signed additional agreements with transport companies regarding the delivery of inert materials, which specify penalties for driving on unapproved routes, transporting cargo without using canvas tops, the lack of the GLONASS system in vehicles used during the construction of M-12, and violations of speed limits and traffic rules.

 "We have established an effective cooperation with the M-12 contractor. Since last October, we have had a constant exchange of information associated with violations or trucks going off designated roads, we receive all GLONASS and GPS coordinates to track the movement of trucks on municipal roads. We discussed the start of patching repairs together, and the pace is maintained", said the Acting Governor.

The administration representatives also noted an increase in the quality of joint work with Stroytransgaz and a reduction in the number of pavement defects on municipal roads used by the company.

The new M-12 highway under construction will provide tremendous potential for the country's economic development. It will connect the largest regional centres and agglomerations with the high-speed road network of the European part of Russia, thereby significantly increasing the macroeconomic effect. This road will enable to divert traffic from the M-7 "Volga" federal highway, one of the busiest routes in the country. In addition, once the highway is commissioned, the trip from Moscow to Kazan will be reduced to 6.5 hours. Now it takes more than 12 hours for drivers to cover this route on the M-7 highway.

M-12 will be a Category 1 road with 4 lanes, 2 in each direction. The 80 km long first phase of the road construction will pass from the intersection with A-108 Moscow Big Ring Federal Highway to the intersection with Volga Federal Highway M-7. The road is being constructed by Stroytransgaz Group of Companies and designed by GORKA Group.
